Decision on Issuance

In accordance with the Order #10-312/pz-i dated 4 February, 2010 issued by the Federal Financial Markets Service of Russia, NDC's common registered non-documentary share issue was resumed. The share issue and the issue placement report were registered on February 4, 2010 under 1-01-80122-N state registration number.

Registrar

On 10 February, 2010 NDC concluded an agreement with STATUS Registratorskoye Obschestvo CJSC for maintenance of a register of the owners of NDC's registered securities. The agreement was signed in accordance with the decision of NDC Board of Directors dated 9 September, 2009. The companies signed protocols of transfer and acceptance of information and documents related to register maintenance system.
